I think a while back I found out a way that if you turn your phone on with the volume and power buttons pushed in then you can reset screen time completely but I did it on like iOS 12-13. how to: turn your phone off, turn its back on with volume and power button pressed in and hold until you get to the Lock Screen. If it doesn’t work the first time then try again and again. I found this out in school cause my phone was loaded with restrictions and so I just crept turning it on and off
I don’t know if this is still a problem or not but if you go to settings and click “change screen time passcode” then click on “forgot passcode?” It should be in blue above the place where you can type in the code. Then you can enter your Apple ID etc. to remove or change the passcode
If you have an apple id passcode then you can easily change the passcode. If not then try this process this may help you to fix it.
