Your public IP adress is from your ISP so speak with their techs.

@joetuff Have you got a static or dynamic public address provided to you by your ISP? If dynamic, try turning off your router and then wait for 5-10 minutes and turn it back on again. It should give you a new address. If the problem is actually the ISP’s ASN address (identifies the ISP which you are connected to, to the other networks) then there’s not much you can do, except try a VPN or get a new ISP.
