It will not take a charge. Is the battery pack replaceable?
Did you try contacting B&D? Customer service could probably send you a new battery (or if you’re lucky, a new vacuum)
@jewski79 here is a video on how to get to the battery. You can rebuild the battery but Black and Decker does not carry complete assemblies etc. Keep it out of the landfill and rebuild it. It can be done
