Whenever I try to boot up my iPad, the apple logo pops up and then a black screen appears on repeat. I have tried to plug the iPad into iTunes, however the iPad does not boot up, even when holding the power button. It seems the iPad only boots when plugged into the wall charger. If I unplug the wall charger, the screen immediately blacks out.

That is a symptom of the battery going bad on the iPad. You’ll need to get the battery replaced. Might not be worth it as the iPad no longer gets iOS software updates. Generally for a battery replacement if done yourself it’s recommended to get a replacement digitiser in advance as it’s very easy to crack it when you need to open it for a battery replacement. The last version was 9.3.5. The latest one right now is iOS 12.1.2 which is what the iPad Air and newer iPad’s support.
