You will need to restore the iPad using the method shown in this link with the instructions: https://support.apple.com/en-au/HT204306 A disabled apple iPhone, iPad or iPod is impossible to get data off and you’ll need to wipe the device to get it working again. Note that you’ll need the Apple ID username and Apple ID password that was used previously with that device if it had an iCloud email signed in previously.
