Hi, I bought an iPhone 11 today, with broken back glass and a broken back camera. I tested it and when trying to set up Face ID, when you move your face into the camera, it says Face ID is unavailable. I asked the guy and he said he took it into a shop and apparently it’ll work when I get a new back camera. Is this true? What can I do to fix this?

No I don’t think this is correct, it is most likely that he has had a replacement screen and they have not used a repgromming unit to copy the data to the replacement screen. You can fix the issue if you have a reprogramming unit, you are probably better off asking local phone repair shops (or just giving the phone back to the individual you purchased it from). Sounds like it has had a hard life.
