First differentiate a no power problem from an image problem or software problem. Your first step is to update iTunes to make sure that you are trying to restore with 10.3.1 since 10.2 is no longer signed. What restore error do you get? Error 4013 would point to bad NAND or power to NAND. You could always change Tristar as a matter of good housekeeping, it can cause no boot on an iPhone 6.
