Is The Fan Supposed To Spin At Startup Xbox One X

During a power surge my Xbox One X lost stopped working. I replaced the power supply and it’ll now turn on for a few seconds and shut off. The fan never spins during this process. Is this causing my Xbox to not startup?

Hello. Try replacing the power supply or the fan. The power supply may be the problem. If it’s not, then it might be the fan.
