when I turn on my computer, it only has the itunes logo and won’t let me in at all. How do I fix it

The iPad needs to be restored, you can either

plug it in to a computer which has iTunes and which you have previously used the iPad with (Needs to be already verified with that computer). You will be able to restore the iPad through iTunes
Place the iPad in DFU Mode (See: https://www.theiphonewiki.com/wiki/DFU_M...), and restore it in iTunes.
